About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for Utility Hydrogeologic Continuing Engineering Services under Project No. PBCWUD 26-027, with proposals due July 9, 2026. A pre-proposal meeting was held on June 8, 2026 (rescheduled from June 3 via Addendum No. 1).
CCNA Category 12.06 certification is required, demonstrating experience in studies, design, and modeling of new wellfields for potable water development, specifically excluding rehabilitation of existing wellfields. Firms with pending CCNA certification applications may submit proposals, but final certification must be obtained prior to the Final Selection Committee meeting. Acceptable work examples include groundwater modeling and mapping, aquifer pump test design and analysis, water use permitting, and groundwater and surface water monitoring plan preparation.
The Master Professional Service Contract Template structures compensation on hourly rates or lump-sum fees via individual Consultant Services Authorizations, with monthly billing supported by progress reports detailing work completed and percentage completion of subtasks. Out-of-pocket expenses are reimbursed with supporting documentation. Subconsultants must be paid within ten business days of County payment.
The Small Business Development (SBD) Program applies where applicable, with specified SBE participation goals and subcontracting provisions mandatory. The consultant must maintain Commercial General Liability ($500,000), Professional Liability ($3,000,000), Workers' Compensation, and Business Auto Liability coverage, with the County named as Additional Insured. E-Verify employment eligibility verification, public records compliance, digital accessibility standards, human trafficking affidavit certification, and criminal history background checks for critical facility access are required.
Proposals must include nine copies (eight bound, one unbound), with certified electronic signatures acceptable. Minimum font size throughout all documents is 11 point. Organizational charts may be submitted in 11" × 17" format. Flash drives or USB devices are acceptable for electronic submission. Addenda No. 1, 2, 3, and 4 have been issued and supersede or clarify the original solicitation documents.
