About this opportunity
The University System of Georgia (USG), operating under the State Purchasing Act (O.C.G.A. 50-5-50 et seq.), is issuing an electronic Request for Proposals to establish an enabling contract for qualified suppliers to provide Electronic Health Records (EHR) and/or Medical Revenue Cycle Management Services (RCM) to USG institutions. Prospective vendors may submit proposals for one or both service areas, with EHR services being optional and RCM services being mandatory for any USG institution that outsources its medical billing, claims, and revenue cycle functions to a third-party provider. The resulting contract will have an initial term of one year with up to four optional renewals, potentially extending to nine optional renewals if continued value and performance demonstrate that a longer-term agreement serves USG's best interests and receives approval from the Department of Administrative Services (DOAS). As an enabling contract, additional USG institutions may elect to participate throughout the contract term, and the awarded supplier(s) will have the opportunity to market their solutions directly to USG institutions, subject to USG oversight and approval. The proposal due date is December 15, 2025, with the opportunity having been posted on October 27, 2025. Qualified suppliers should demonstrate expertise in healthcare information technology, revenue cycle management, claims processing, and the ability to support multi-institutional university systems with varying operational requirements.
The solicitation does not specify particular set-aside designations or restrictions limiting participation to specific organization types, disadvantaged enterprises, or minority-owned businesses based on the information provided. No incumbent vendors, current contractors, or existing integrated technology infrastructure requirements are identified in the available documentation. The procurement structure as an enabling contract suggests that award values may vary significantly depending on the number of USG institutions that ultimately elect to participate and the scope of services selected (EHR, RCM, or both), making a single budget range difficult to establish at this stage. Institutions performing RCM activities in-house are exempt from mandatory participation but may opt into the systemwide contract voluntarily at any time, indicating flexibility in contract utilization. Power Four Conference-affiliated institutions, including the University of Georgia and Georgia Institute of Technology, are referenced as potential participants, suggesting that large research universities with substantial healthcare operations will be key users of this contract.
