About this opportunity
The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) are seeking bids for a used Sewer Vacuum Truck for the St. Louis District through an Invitation for Bid (IFB605CO18001927). The procurement requires a used truck with specific chassis and sewer unit specifications, including a diesel engine with at least 280 horsepower, Allison 5-speed automatic transmission, air brakes, model year 2009 or older, and maximum of 100,000 miles. The sewer unit must feature a 6-cylinder diesel auxiliary engine, minimum 1,500-gallon water tank capacity, 80 GPM water pump, joystick boom control, 8-foot telescoping boom, "Y" pump strainer, and LED boom worklight. Bids are due on March 7, 2018, at 2:00:00 PM CST, with award to be made the same day and delivery required within 30 days of order. The evaluation will use a 100-point scoring system: 60 points for truck features/equipment/options, 20 points for price, and 20 points for age/condition/mileage, with the goal of selecting the "lowest and best" bid.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, joint ventures, or other meaningful arrangements. Vendors must be registered in the MissouriBUYS procurement system to access full terms and conditions and submit bids. The contract includes a requirement to comply with Missouri's biodiesel fuel mandate, which requires using fuel with at least 20% biodiesel content (B-20). Vendors' standard equipment warranties will apply, with the exception of any issues directly attributed to B-20 fuel use. While no specific budget range is provided, the pricing must be submitted as a net delivered firm price FOB MoDOT in St. Louis, Missouri, inclusive of all delivery, handling, and other charges. The district reserves the right to inspect and test the unit prior to final acceptance.
