About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, acting on behalf of the Department of Corrections, is requesting quotations for a single used cable skidder system to be delivered to Bolduc Correctional Facility, with quotations due March 4, 2016 at 2:00 p.m. Eastern Standard Time.
The skidder must have 100–130 horsepower, a hydraulic pump axial drive with minimum 25-gallon capacity, direct drive power shift transmission, and tire chains. Bidders must provide the year, model, make, and operating hours of the equipment offered. The State reserves the right to inspect the machine before making an award.
Quotations must be submitted through Maine's electronic procurement system (AdvantageME/Vendor Self Service) and include a bid cover page, detailed specifications statement, cost response, municipality participation information if applicable, and economic impact documentation if the contract value exceeds $100,000. All shipping, handling, and delivery charges (FOB Destination) must be included in the total bid price. The State is exempt from federal, state, and local taxes and requests quotations without these taxes.
Evaluation is on a best value basis considering equipment quality, specification conformance, delivery date, and economic impact to Maine. Bidders with economic impact values exceeding $100,000 receive evaluation reductions: the bidder with the largest economic impact receives a 10 percent reduction in bid price for evaluation purposes, while other bidders receive proportional reductions based on their economic impact values.
All quotations must remain valid and binding for 180 days from the bid opening date. Payment terms are net 30 upon receipt of an accurate invoice containing the State contract number and correct pricing. Bidders must submit a debarment, performance, and non-collusion certification as part of their response. The State reserves the right to negotiate with the selected bidder, withdraw an award and negotiate with the next-ranked bidder if acceptable contract terms cannot be reached, or cancel the RFQ at its sole discretion.
