About this opportunity

The Commonwealth of Kentucky, Kentucky Transportation Cabinet, Division of Purchases, on behalf of Highway District 6 in Campbell County, is soliciting bids for used railroad steel rails through a multistep competitive sealed bid process utilizing an online reverse auction platform. The procurement seeks 18,000 linear feet of structural grade used railroad steel rails, comprised of 12,000 linear feet of 20-foot rails (600 pieces) and 6,000 linear feet of 30-foot rails (200 pieces), all meeting specifications of 130-136 pounds per linear yard, straight, structurally sound, and conforming to the 2019 Kentucky Transportation Cabinet Standard Specifications for Road and Bridge Construction. The rails must have holes cut near the end for picking and lifting mechanisms, and delivery shall be prepaid to the KYTC District 6 Campbell County Maintenance Storage Facility in Alexandria, Kentucky, with billing to the Covington District Office. The solicitation operates in two phases: Phase 1 requires submission of unpriced technical offers with specific delivery timeframes by August 24, 2023, at 1:30 p.m. Eastern Time, with vendor notification of Phase 1 approval on August 25, 2023; Phase 2 includes initial bid submission by August 28, 2023, at 4:00 p.m., followed by an online reverse auction event on August 29, 2023, at 11:00 a.m. via the eBridge platform, with tentative award on September 5, 2023. Evaluation criteria allocate 95 points to price (lowest bidder receives maximum points) and 5 points to delivery time (best delivery time receives maximum points), for a total of 100 points. All bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) system at vss.ky.gov; email and hard-copy submissions are not accepted. Questions must be submitted in writing by August 16, 2023, at 4:00 p.m. to Meredith Plymale at 502-782-4003 or Meredith.Plymale@ky.gov, and all bids remain valid for 90 days post-closing.

Kentucky resident bidders receive reciprocal preference equal to preferences given by nonresident bidders' states of origin, and qualified bidders as defined in 200 KAR 5:410—including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities—receive applicable preferences equal to a percentage of maximum points awarded. No incumbent vendors or current contractors are identified in the solicitation materials. The awarded supplier must pay a transaction fee to eBridge equal to three percent (3.0%) of the final total purchase price, which must be included in bid pricing and is payable upon delivery or receipt of payment from the Kentucky Transportation Cabinet. No specific award value or budget range is disclosed in the solicitation documents. All bidders, offerors, and contractors must complete a Required Affidavit for Bidders, Offerors and Contractors attesting under penalty of perjury that they have not knowingly violated Kentucky's campaign finance laws and that contract award will not violate any provision thereof; the affidavit must be notarized and is effective for one year from the date of execution. This is a one-time contract with no specified renewal options.
