About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is soliciting bids for the procurement of 30,000 linear feet of used railroad rails for District 8. The rails must meet Department of Highways 2012 Standard Specifications, consisting of steel material weighing 130-136 pounds per yard in 40-foot lengths, and must be straight, structurally sound, with legible original manufacturer classification stamps. Delivery is required to two locations on a one-time basis: 250 pieces to the McCreary County Maintenance Facility in Whitley City, Kentucky, and 500 pieces to the Wayne County Maintenance Facility in Monticello, Kentucky, with prepaid F.O.B. Destination delivery. Vendors must quote prices on an F.O.B. Destination basis and are responsible for all freight charges and freight claim responsibilities. The solicitation was issued April 1, 2019, with written questions due by April 8, 2019, responses posted by April 9, 2019, and bid closing at 10:00 a.m. Eastern Time on April 16, 2019. Evaluation will be based on best value using a ranking approach with 95 points allocated to price (lowest bidder receives maximum points) and 5 points for delivery time (best delivery time receives maximum points). The tentative award date is May 1, 2019, and all bids must remain valid for a minimum of 90 calendar days after the bid closing date. Delivery requirements include providing a minimum of 24 hours' notice prior to scheduled delivery and allowing six hours for unloading by district personnel, with a one percent per day penalty deducted for each day delivery is delayed beyond the contracted due date.

Kentucky resident bidder preference will be applied in accordance with KRS 45A.490-494, providing preferential consideration to Kentucky-based vendors. The Commonwealth reserves the right to reject any or all bids, waive informalities and technicalities, negotiate directly with bidders, or accept the bid deemed in its best interest regardless of price. Required submissions include a signed original bid under sealed cover with completed bid information, the Annual Affidavit for Bidders, and if applicable, affidavits claiming resident bidder status or qualified bidder status; foreign entities must provide a certificate of authority or identify applicable exceptions. Bid submission is conducted through eBridge's internet-based strategic sourcing solution with an electronic sealed bidding event scheduled for Wednesday, April 24, 2019, preliminary end time 11:15 AM ET. The awarded supplier will be notified at the earliest possible date following the bidding event and must pay a transaction fee to eBridge calculated at three percent (3%) of the final awarded price. Payment will be made within 30 working days after receipt of goods and vendor invoice, with a one percent monthly penalty for payments exceeding 30 working days. No specific budget range or incumbent vendor information is provided in the solicitation documents.
