About this opportunity

The Solid Waste Authority of Palm Beach County, Florida, is seeking proposals through RFP No. 26-202/JH for the lease and development of a 5.249-acre parcel at the former Cross State Landfill. The procurement invites qualified entities to propose and operate a facility for solid waste management purposes, with a specific interest in a potential facility for treating Equine Residuals generated within Palm Beach County. Proposers must submit a comprehensive proposal that includes a detailed conceptual site plan, process flow, mass balance, chemical inputs, waste products, environmental impacts, and operational specifics. The lease term is proposed for 20 years with options to renew for two additional five-year increments. Key submission requirements include a transmittal letter, price proposal, qualification statement, and vendor acknowledgement form. The proposal submission deadline is December 2, 2025, with an evaluation committee meeting tentatively scheduled for December 15, 2025, and board approval expected on February 11, 2026.

The solicitation does not appear to have specific set-aside designations or restrictions on respondent types, allowing individuals, corporations, partnerships, and other legal entities to submit proposals. Proposers must demonstrate comprehensive qualifications, including business structure, years of operation, safety programs, and compliance history. The appraised annual lease value is $400,000, though proposers are encouraged to submit competitive lease amounts. The property will be available for occupancy in March 2026 and is offered in an "as is" condition. Successful proposers must provide extensive insurance coverage, including commercial general liability, business auto liability, and workers' compensation. The Authority will consider the proposal if at least two submissions are received, but reserves the right to evaluate a single proposal at its discretion. Proposers must certify various compliance requirements, including maintaining a drug-free workplace, providing emergency contact information, and adhering to ethical business practices.
