Oregon Department of Transportation (ODOT) is requesting competitive quotes for crack sealing and pavement repair services on US Route 20/26 in the Cairo-Vale area of Malheur County under RFCQ 279C, with quotes due June 18, 2026. This is a prevailing-wage project subject to Oregon prevailing wage requirements for Malheur County (BOLI Region 14, effective April 5, 2026); all contractors and subcontractors must be licensed with the Oregon Construction Contractors Board and maintain a Public Works bond filed with the CCB prior to commencing work.

The scope covers crack sealing and flexible pavement repair on US Highway 20/26 from milepost 246.6 to milepost 258.08 across both highway couplets. The contractor supplies all labor, equipment, mobilization, machinery, and traffic control; ODOT furnishes crack seal material (Crafco Road Saver 221 Crack Sealer) available for pickup at 541 Stanton Boulevard, Ontario, Oregon. Work must commence within five working days of a pre-work conference, achieve substantial completion by October 1, 2026, and final completion by October 15, 2026. The contractor must seal approximately 10,000 linear feet per 10-hour shift and maintain pavement temperatures between 40°F and 130°F during application. Traffic control must comply with the 2026 Oregon Temporary Traffic Control Handbook and accommodate freight mobility standards, including up to 20 minutes of allowable delay for oversize loads. Measurement is calculated in miles of full-width travel way. Liquidated damages apply for failure to meet substantial completion.

Quotes are firm offers valid for a minimum of 30 calendar days from the closing date and must be submitted as unit-priced items with payment based on measured quantities. ODOT reserves the right to delete items from consideration and awards to the lowest responsive quote price from a responsible offeror. No retainage is withheld. Quotes must be submitted electronically through OregonBuys; no public quote opening will occur. The contract administrator is Teresa Bock at 541.709.8660 or teresa.m.bock@odot.oregon.gov.
