About this opportunity

The Nebraska Department of Transportation (NDOT) is seeking sealed bids for milling, asphalt resurfacing, bridge repair, and culvert extension/replacement on US-83 south of McCook (Reference Post 6.90 to 13.80, Red Willow County, Project No. NH-83-1(122)), with bids due August 27, 2026 at 1:30 PM. Bidding is restricted to contractors prequalified in NDOT Classes 9 and 10 (Bituminous and General work).

The scope encompasses roadway and shoulder milling and asphalt resurfacing; concrete pavement repair; bridge rehabilitation over Dry Creek and the Republican River with 3-inch overlays; curb and flume replacement; culvert installation and extension; spot grading; and guardrail replacement across approximately 15 acres of soil disturbance. The work includes Groups 1, 4, 5, 6, 6A, 7, 9, and 10 classifications. Environmental compliance is significant: contractors must obtain a Construction Stormwater Permit and prepare a Storm Water Pollution Prevention Plan (SWPPP), comply with a Title 117 Letter of Recommendation for wetlands impacts, and conduct threatened and endangered species surveys (bald eagles, golden eagles, northern long-eared bats, swift foxes). The project lies within the City of McCook Wellhead Protection Area and is subject to Section 4(f) restrictions regarding Barnett Park. Utility conflicts with Great Plains Communications require potholing and facility adjustments. Contractors must comply with Davis-Bacon wage determinations, Executive Order 11246, and Buy America requirements under 23 CFR 635.410 and 2 CFR 184.

The contract allows 115 working days with an early start date of March 1, 2027 and tentative start date of May 10, 2027 under a Flexible Schedule allowing suspension of working day counts between those dates. Traffic disruptions are capped at 30 working days; nighttime work is prohibited. Right-of-way was fully acquired as of April 9, 2026. All questions must be submitted through the BidX website (www.bidx.com/ne/lettings) prior to letting; answers are posted exclusively on that platform.
