About this opportunity
The Nebraska Department of Transportation is requesting bids for traffic signal installation and intersection improvements at US-275 and Skyline Drive in Douglas County under Project No. 275-7(1048), with bids due October 29, 2026. Bidders must be prequalified with NDOT prior to submission and must register through the BidX website; an Authorization to Bid will be issued only to contractors prequalified for the specified class of work.
The scope includes installation of a new traffic signal system, addition of turn lanes, and enhanced sight distance improvements at the intersection. The project requires coordination with the City of Omaha, Cox Communications, Lumen, Metropolitan Utilities District, and Omaha Public Power Division; potholing is anticipated to verify exact utility facility locations. Access on US-275, Skyline Drive, and South 222nd Street must be maintained throughout construction using flagging operations for lane closures. Right-of-way has been acquired and is ready for construction.
Environmental compliance is extensive: contractors must implement conservation measures for wetlands and threatened or endangered species, submit a Spill Prevention and Control Plan and a Utility Communication and Coordination Plan, designate an Environmental Representative certified as an NDOT Erosion and Sediment Control Inspector, and employ an on-site individual certified as an NDOT Erosion and Sediment Control Installer. The project remains subject to Nebraska State Title 119 erosion and sediment control requirements but does not require a Construction Stormwater Permit or SWPPP.
Contractors must carry General Liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Liability of $1,000,000 CSL per accident, Workers' Compensation at statutory levels, and Umbrella/Excess coverage of $1,000,000 per occurrence, with the State of Nebraska named as an additional insured. Liquidated damages are assessed on a schedule ranging from $500 to $1,300 per calendar day depending on contract value. Environmental Disincentives of $1,000 per calendar day may be assessed for unresolved Corrective Actions. Payroll submittals must be provided electronically in PDF format within seven days of each payroll ending date. Questions regarding Special Provisions or project plans must be submitted in writing through BidX prior to letting, with answers posted exclusively on the BidX platform.
