About this opportunity

The City of DeBary, in partnership with the Florida Department of Transportation (FDOT), is seeking professional landscape design and project management services for a landscape enhancement project along the U.S. 17-92 corridor between Highbanks Road and Plantation Boulevard. The procurement is a Request for Proposal (RFP) targeting qualified, licensed landscape architects to design and manage a comprehensive landscape improvement initiative. Specific deliverables include preparing 90% design plans, obtaining FDOT approval, creating bid packages and specifications, providing Construction Engineering and Inspection (CEI) services, attending pre-bid conferences, and conducting two community meetings. The proposal was advertised on March 15, 2020, with a question submission deadline of March 31, 2020, and final proposals due by 4:30 p.m. on April 15, 2020. Evaluation criteria are comprehensive, encompassing qualifications and personnel experience (25 points), firm experience and references (25 points), project approach (30 points), understanding of local conditions (5 points), availability and workload (5 points), and Minority/Women-owned Business Enterprise status (10 points), totaling 100 possible points.

The RFP includes provisions for Minority/Women-owned Business Enterprise (M/WBE) participation, with up to 10 evaluation points allocated for such status. The landscape improvement grant from FDOT totals $227,000, covering plant materials, installation, sod, clearing and grubbing, erosion control, sediment barriers, inlet protection, CEI costs, maintenance of traffic, and mobilization. The City of DeBary will be responsible for design, contract development, project coordination, and irrigation design and installation costs. Specific requirements mandate that at least 50% of plant material costs be allocated for large plant materials (seven-gallon or larger containers), with all plant materials sourced from Florida commercial nursery stock through competitive bidding. The consultant must demonstrate extensive FDOT experience and comply with specific technical requirements, including site triangle clearance, microwave vehicle detection system buffers, and documentation of fiber and power lines. Design plans must be completed by December 31, 2020, with construction to commence on January 15, 2021, and the entire project to be completed by May 15, 2021.
