About this opportunity
The City of Staunton, Virginia is requesting proposals for consulting services to design and facilitate a community co-design process for an Economic Mobility Action Plan (EMAP) under URFP# H00126, with proposals due September 4, 2026 at 2:00 p.m. at Staunton City Hall.
The consultant will employ peer inquiry methodology—a structured process in which community members formulate and pursue their own questions—to enable residents, community organizations, and the City to jointly develop the EMAP. The primary deliverables are a 24-month implementation framework organized around community-identified priorities, an action tracker for managing implementation, and three presentations (one internal and two public). The engagement period is 12 months from notice to proceed, anticipated October 2026, with City Council adoption and the 24-month implementation period following the consultant's completion.
Proposals must address project understanding and methodology, scope of services approach, offeror experience and personnel, references, and pricing. Pricing should include cost by major phase, hourly or daily rates for key personnel, and a total not-to-exceed amount. The proposal response limit is 30 one-sided or 15 double-sided pages, excluding cover.
Evaluation criteria are understanding of services and design philosophy (15%), proposed approach to peer inquiry and engagement design (25%), translation from inquiry to implementation and accountability (20%), local partnership and capacity building (20%), feasibility of timeline (10%), and conciseness and clarity (10%). Award will follow evaluation of written proposals and presentations by top-ranked offerors, with price considered but not necessarily determinative. Insurance requirements total $4 million across three policies. The contract term is one year with no renewal options. No optional bidders conference is scheduled.
