About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB) on behalf of Kentucky Correctional Industries (KCI) for the procurement of upholstery fabric and vinyl materials. The solicitation seeks bids for three line items: 100 yards of Momentum Textiles Backdrop fabric (or equal), 100 yards of Momentum Textiles Meander & Tracery fabric (or equal), and 100 yards of Canter Collection Vinyl (or equal), with all materials required to meet specific technical specifications including fiber content, width, abrasion resistance, flammability standards, and colorfastness requirements. The specified quantities serve as evaluation purposes only, with actual orders to be placed as needed by KCI facilities. All deliveries must occur within fifteen calendar days after receipt of order, with all packaging, handling, and shipping charges included in the unit price. The original closing date of November 3, 2020 was extended to November 5, 2020 at 1:30 PM ET, with vendors' written questions due by October 26, 2020 at 4:00 PM ET and the Commonwealth's responses issued on October 27, 2020. The resulting master agreement shall be effective from the date of award through October 31, 2021, with an option to renew for four additional one-year periods subject to written approval from all parties and potential renegotiation of terms. Award will be made using a best value ranking approach with pricing weighted at 95 points and delivery time weighted at 5 points, where the bidder with the lowest price receives maximum points and other bidders are scored proportionally.
Kentucky resident bidders receive reciprocal preference equal to the preference given by the bidder's home state, while Kentucky Correctional Industries receives a twenty-percent preference equal to the maximum points awarded. Qualified bidders, including Kentucky Industries for the Blind, nonprofits furthering KRS Chapter 163 purposes, and qualified nonprofit agencies for individuals with severe disabilities, receive a fifteen-percent preference. Prices must be quoted as F.O.B. Destination Freight Prepaid and Allowed and must exclude federal excise taxes and Kentucky sales or use taxes, with pricing required to remain valid for a minimum of sixty calendar days after the bid due date. Price increases are prohibited during the first twelve months of contract performance; thereafter, increases may be requested with justification based on industry-wide changes. Vendors delivering beyond the contracted fifteen-calendar-day standard shall have one percent per day deducted from invoices. All bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system, and bidders must comply with required affidavits regarding resident bidder status, compliance with tax and employment laws, campaign finance compliance, and non-discrimination provisions. Bidders must bid all three line items to be considered responsive.
