About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB 758 2100000150) on behalf of all state agencies and eligible political subdivisions for the procurement of upholstered stack chairs through a master agreement. The solicitation requires vendors to provide two line items: upholstered stack chairs without a ganging device and upholstered stack chairs with a ganging device, with one unit bid for each. The specified product must meet stringent requirements including a Virco 8900 or approved equivalent featuring a tubular steel frame with adjustable swivel glides and steel bases, dimensions of 18"W x 22"D x 35-1/2" back height with an 18" seat height, upholstery rated for 500,000 double rubs, steel stack bars, G2 ganging devices, and high-impact clear PVC stack bumpers. The contract shall commence from the award date through November 30, 2021, with optional renewal periods of two additional two-year terms, for a potential total of four years. The initial bid closing date was extended to November 19, 2020, at 1:30 PM ET, with written vendor questions originally due by October 30, 2020, and Commonwealth responses provided by November 5, 2020. Successful bidders must submit pricing electronically through the Kentucky eProcurement system on an F.O.B. Destination Freight Prepaid and Allowed basis, with delivery to any ordering agency included in bid pricing and completed within 90 days after receipt of order. Evaluation will be conducted using a best value ranking approach with 95 points allocated to price (lowest bidder receives maximum points with subsequent bidders scored proportionally) and 5 points for American-made products that are manufactured and assembled in the United States.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind receive additional statutory scoring preferences. Prior to award, successful bidders must submit the Kentucky Tax Registration Application (Revenue Form 10A100), Secretary of State registration certificates for foreign entities, required affidavits, and applicable Equal Employment Opportunity forms. The Commonwealth reserves the right to request product samples at no cost to verify specification compliance. Vendors must provide the manufacturer's most favorable warranty terms, comply with recycled content requirements per 200 KAR 5:330, and submit semi-annual reports documenting sales volume to the Commonwealth and its agencies throughout the contract period. Pricing must remain valid for a minimum of 60 days after the bid due date, with price increases prohibited during the first 12 months of the contract and thereafter only permitted with documented justification based on industry-wide changes. No incumbent vendors or budget range is specified in the solicitation documents.
