About this opportunity
The City of Rocky Mount, North Carolina is requesting bids on the replacement of an 18 MVA, 69/15 kV transformer and realignment of connections at Substation 10, with bids due October 1, 2026 (Project No. P.0752679.S.00).
The scope encompasses removal of the existing transformer, transformer pad, and associated foundations; relocation of a 15 kV breaker; replacement of two steel switch stands; removal of a cable trench section; and installation of a new oil containment system, transformer, breaker, structural steel, ground-to-air break support stands (GOABS), and associated foundations. The contractor must lift the new transformer from a temporary pad and place it on the permanent pad. Work includes both slab-on-grade and drilled cylindrical pier foundation installations.
Structural steel must be hot-dip galvanized after fabrication per ASTM A123. Concrete must achieve a minimum 28-day compressive strength of 4,500 psi with air entrainment of 6 percent plus or minus 1 percent for exposed applications. All work must conform to the latest applicable codes at contract award and comply with ACI, ASTM, AWS, and AISC standards. Independent testing laboratory certification is required for all concrete testing; geotechnical engineering inspection of foundation subgrades is mandatory. The contractor bears responsibility for environmental compliance, surveying, and protection of existing infrastructure during construction.
Pricing follows a unit-price methodology for labor categories including supervisors, foremen, journeymen linemen/wiremen, equipment operators, and groundmen, plus materials for structural components, conduit, cable, grounding, and testing. No estimated contract value, contract term, incumbent contractor, evaluation criteria weighting, question deadline, or pre-bid meeting date is specified in the available source material.
