About this opportunity

The Department of Veterans Affairs Network Contracting Office 8 is requesting proposals for a bid-build construction project to upgrade the Pharmacy IV Mixing Rooms at Lee County VA Clinic in Cape Coral, Florida, to achieve compliance with USP 797 and USP 800 standards, with proposals due June 12, 2026, under an SDVOSB set-aside. A mandatory site visit is scheduled for May 21, 2026, at 9:00 AM EST.

This is an SDVOSB set-aside; offerors must be actively registered in both the System for Award Management (SAM) and the SBA Veteran Small Business Certification (VetCert) databases at proposal submission. The scope encompasses mechanical, electrical, and architectural upgrades to three mixing rooms (1B164, 1B165, and 1B166) to meet sterile and hazardous drug compounding environment standards under USP 797 and USP 800. The contractor must provide all labor, tools, and materials necessary for completion and must perform at least 15 percent of contract cost using their own employees.

The estimated contract value ranges from $1 million to $2 million. The contract period is 270 calendar days from Notice to Proceed. Work is performed in Cape Coral, Florida. Award will be made on a single-award, trade-off basis and is subject to FY26 funding availability.

Evaluation criteria—Technical/Management Approach, Specialized Experience, Schedule, and Past Performance—each carry equal weight and are collectively weighted approximately equal to price. The contract is firm-fixed-price with payment and performance bonds required within 10 calendar days of award at 100 percent of the contract price. A bid bond of 20 percent of the bid price or $3 million, whichever is less, must accompany the price proposal. Contractors must comply with Davis-Bacon Wage Determinations (General Decision FL20260211 dated January 2, 2026).

Interested contractors must notify the Contracting Officer by 12:00 PM on May 20, 2026, to attend the mandatory site visit. Requests for Information are due May 26, 2026, at 10:00 AM EST. Proposals must provide at least 120 calendar days for Government acceptance after the due date. Submission requires separate technical and price proposals via email with specified formatting and page limitations.
