About this opportunity

The Vermont Agency of Natural Resources (ANR) Climate Action Office is requesting proposals to update and expand Vermont's life cycle greenhouse gas emissions analysis, with proposals due September 21, 2026 and all work to be completed by May 31, 2027.

The contractor will update existing life cycle emissions factors; add pathways for Renewable Diesel and expanded biofuel categories; reevaluate wood and wood pellet emissions using Northeast-specific data in collaboration with the Department of Forests, Parks, and Recreation; and calculate life cycle mass of emissions (CO2e) for each energy source. The contractor must develop, present, and refine the analytical methodology based on State feedback and produce a detailed methodology report documenting assumptions, data sources, calculations, and results. The final deliverable is a publication-ready life cycle GHG analysis to supplement Vermont's Greenhouse Gas Emissions Inventory and Forecast and to support future updates to the Vermont Climate Action Plan.

The source does not specify contract value, budget parameters, set-asides, evaluation criteria, a pre-bid meeting or site visit date, question deadlines, incumbent contractor, or specific evaluation weightings. The attached RFP and scope-of-work documents (Attachment A, Attachment B, and Appendices) could not be accessed during review; interested contractors should contact the Vermont Agency of Natural Resources directly to obtain the complete solicitation documents and clarification on pricing terms, funding sources, submission requirements, and other contract-specific details.

Opportunity text

The Vermont Agency of Natural Resources (ANR) Climate Action Office seeks a qualified contractor to update and expand Vermont's existing life cycle greenhouse gas (GHG) emissions analysis, originally developed in 2023. This work supplements Vermont's annual in-boundary, sector-based GHG Emissions Inventory and will support future updates to the Vermont Climate Action Plan. The contractor will update life cycle emissions factors; add pathways for Renewable Diesel and expanded biofuel categories; reevaluate the wood and wood pellet pathways using Northeast specific data in collaboration with the Department of Forests, Parks, and Recreation; and calculate the life cycle mass of emissions (CO2e) for each energy source. The contractor must develop, present, and refine the analytical methodology based on State feedback, and produce a detailed methodology report documenting assumptions, data sources, calculations, and results. The final deliverable will be a complete, publication-ready life cycle GHG analysis to be issued as a supplement to Vermont's Greenhouse Gas Emissions Inventory and Forecast. All work must be completed by May 31, 2027.
