The work spans Prince William County and Chesapeake City, Virginia.

Phase 1 comprises retrofitting one L/2 Building carbon contactor (two cells) as a per- and polyfluoroalkyl substances (PFAS) pilot study system, restoring upflow and downflow operating capability through modifications to the existing underdrain nozzle system, and implementing a proof-of-concept evaluation for carbon transfer improvements. Bidders must hold a valid Virginia contractor license and, if foreign business entities, provide Virginia State Corporation Commission identification. Contractors must demonstrate completion of at least three similar projects within the past ten years and maintain a satisfactory performance record with public entities. The contractor must self-perform work equal to at least 30% of the contract value, excluding equipment. The project is subject to Davis-Bacon prevailing wage requirements and Build America, Buy America (BABA) Act compliance.

Phase 2, if authorized, requires Substantial Completion within 375 calendar days from its Notice to Proceed and 60 additional days for Final Completion. Liquidated damages are $500 per calendar day for failure to achieve Substantial Completion and $250 per day for Final Completion failure, assessed per phase.

Bid security (cash, certified check, or bid bond) equal to 5% of the lump sum bid is required for bids exceeding $100,000. Performance and Payment Bonds in the full amount of the Contract Price are required upon execution for bids exceeding $100,000. Sales and use taxes on incorporated materials and equipment are exempt and must not be included in the bid. Award will be made to the lowest responsive and responsible bidder.
