About this opportunity

The City of Lubbock, Texas is requesting sealed proposals for improvement of existing unpaved residential roadways throughout the city under RFP 26-19878-AE, with proposals due September 24, 2026 at 2:00 p.m. The project carries a $4.4 million estimated budget and is subject to Texas Government Code Chapter 2258 prevailing wage rate requirements, a material cost and scheduling constraint for most bidders.

The scope encompasses construction services to upgrade unpaved roads at multiple locations within Lubbock, with substantial completion required within 365 consecutive calendar days from the Notice to Proceed. Daily work prosecution is mandatory on business days except where weather or City-approved time off is granted. Contractors must obtain a Texas limited sales, excise, and use tax permit and are exempt from state sales tax on materials incorporated into the work.

Proposal evaluation uses weighted scoring: 60 points for price (evaluated against the lowest-priced proposal as baseline), 30 points for contractor qualifications, and 10 points for construction time. Offerors must submit proposal security equal to 5% of total proposal amount as a cashier's check, certified check, or proposal bond. If the contract price exceeds $100,000, a performance bond of 100% of contract value is required; if it exceeds $50,000, a payment bond of 100% is required. All bonds must be issued by surety companies rated "A" or better by Best.

Contractors must maintain workers' compensation insurance coverage and comply with all prevailing wage mandates. The City reserves the right to reject any or all proposals and waive formalities. Local resource utilization is strongly encouraged.

A non-mandatory pre-proposal conference is scheduled for September 15, 2026 at 10:00 a.m. via Zoom. Proposals will be publicly opened and read aloud on September 24, 2026 at 2:00 p.m. via teleconference. The City Council will consider proposals on October 19, 2026. Notice to Proceed will issue 30 days following contract award. Submissions are accepted electronically via the City's Bonfire portal or in hard copy to the Director of Purchasing and Contract Management, Citizens Tower, 1314 Avenue K, Floor 9, Lubbock, Texas 79401.
