About this opportunity

The Housing Authority of Paducah, Kentucky is requesting bids for unit painting and cleaning services under IFB No. B26004, with bids due September 29, 2026 and a pre-bid conference and property open house on September 18, 2026 at 2:00 p.m. CT at 2330 Ohio Street, Paducah.

The scope covers full-unit interior painting (walls, ceilings, trim, doors, and casings) with two coats of paint supplied by the Agency, and comprehensive cleaning services to prepare vacant or occupied units for occupancy across the Agency's 855 low-income public housing units at nine properties. The Agency anticipates painting and cleaning approximately 20% of units annually but does not guarantee minimum or maximum work volumes. Contractors must complete assigned work within three full workdays of notification. Pricing is submitted exclusively through the eProcurement Marketplace for 76 pricing items organized by bedroom size and site; unit costs are all-inclusive of labor, equipment, tools, insurance, licensing, and employee benefits, with mobilization costs automatically included in firm-fixed-fee work.

Contractors must be qualified, licensed, and insured with $1,000,000 general liability per occurrence, workers' compensation insurance, and $1,000,000 automobile insurance. Compliance with HUD Maintenance Wage Rate Determinations (non-construction work) is mandatory; Davis-Bacon prevailing wage rates apply only to work designated as construction-related. Cost escalations are permitted annually at the Agency's discretion based on Kentucky prevailing wage rate changes, with contractors required to provide 60-day written notice.

The Agency anticipates awarding an initial one-year contract with options for four additional one-year renewal periods (five-year maximum term). The Agency reserves the right to negotiate fees with the lowest-evaluated bidder and may award to multiple contractors if deemed advantageous. Written questions are due September 23, 2026 at 2:00 p.m. CT. The Agency may supplement its in-house staff on an as-needed basis through the ensuing contract(s).
