About this opportunity
The Town of Fairhaven, Massachusetts is issuing an Invitation for Bid (IFB) for Union Wharf-Phase VI Improvements, a waterfront infrastructure project located at 2 Union Street. The project scope encompasses the installation of 185 linear feet of steel sheet pile bulkhead with an associated concrete cap, along with miscellaneous repairs and improvements including a new float and gangway, adjustments to existing float configurations, site improvements, installation of pavers and asphalt pavement, and all associated site work. Sealed proposals must be submitted to the Town of Fairhaven's Marine Resource Center at 40 Center Street no later than May 28, 2026, at 12:00 P.M., with public opening and reading of bids to follow immediately. A non-mandatory Pre-Bid Meeting and Site Inspection will be held on May 6, 2026, at 11:00 A.M. at the project site for prospective bidders to review conditions and specifications. Bid documents are available electronically upon request from Beth Schuh at Foth Infrastructure & Environment, LLC (beth.schuh@foth.com) beginning April 29, 2026. Successful bidders must demonstrate capability to complete waterfront construction and marine infrastructure work and are required to provide both a Performance Bond and Payment Bond, each equal to 100% of the contract price from a surety company qualified to do business in Massachusetts.
This procurement includes participation goals requiring bidders to allocate 8% of the bid price to minority-owned business enterprises and 4% to women-owned business enterprises. A 5% bid deposit is required with all proposals. The Engineer's estimate for the project is $1,500,000, establishing the anticipated budget range for contract award. Contract award is contingent upon the Town's receipt of all required regulatory approvals from local, state, or federal agencies and the availability of sufficient funding. The Town reserves the right to waive any informalities and to reject any or all bids if deemed in the public interest. No incumbent vendors or existing contractors are identified in the procurement documents.
