About this opportunity
The Corry State Fish Hatchery, operating under the Pennsylvania Department of General Services Capital Programs, is requesting bids for the Union City Aquatic Conservation Center rehabilitation project on a standard low-bid basis, with bids due July 13, 2026 at 11:00 a.m., and a pre-bid conference scheduled for June 24, 2026 at 10:30 a.m. at the hatchery site in Corry, Pennsylvania.
The project is divided into four bid packages: General Construction ($1 million to $2 million estimated range), HVAC ($100,000 to $200,000), Plumbing ($100,000 to $200,000), and Electrical ($1 million to $2 million). Liquidated damages are set at $1,000 per day for General, $500 per day for HVAC, $500 per day for Plumbing, and $750 per day for Electrical. No bid guaranty is required.
The Pennsylvania Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for Small Diverse Business and Veteran Business Enterprise participation goals. However, because the total estimated value falls below the $600,000 threshold, neither SDB nor VBE goals have been formally set, and no points will be allocated toward SDB or SB participation. Bidders must agree to meet any applicable SDB and VBE participation goals in full or demonstrate good faith efforts to meet the goals.
Bidders must pre-register for the site conference by email to ewoolridge@pa.gov at least two working days in advance. Attendance is held at Corry State Fish Hatchery, 13365 Route 6, Corry, PA 16407; parking is in the lot west of the Administration Building. The hatchery has implemented biosecurity measures; bidders must coordinate with hatchery personnel for site-specific information. Questions are due before bid opening on July 13, 2026.
