About this opportunity
County of Orange, OC Public Works is requesting competitive bids for Uninterruptible Power System (UPS) maintenance and repair services, with bids due July 27, 2026 at 2:00 PM via the County's online eProcurement Portal. County of Orange Local Small Business (OCLSB) certified vendors receive a 5% preference deduction for evaluation purposes; Disabled Veteran Business Enterprise (DVBE) certification does not apply to this public works project.
The scope covers preventive maintenance, routine maintenance, emergency repair, and battery maintenance for Riello, MGE, Vertiv, Liebert NX, and Liebert Signature R Series UPS equipment at five County facilities in Santa Ana: Sheriff Forensic, OC Public Works/OC Facilities Maintenance, County Administration South, Registrar of Voters, and the Data Center. Quarterly preventive maintenance inspections and annual service inspections are required with specified technical requirements. Infrared thermographic scanning and emergency/weekend shutdown services are priced as separate line items. Pricing must be firm fixed fees with no increases in the first contract year; subsequent increases require documented proof of cost increases and County approval.
The contract term is five calendar years from full execution with no automatic renewal. The total aggregate contract amount does not exceed $400,000 over the five-year term, with County Board of Supervisors approval required if any single year's value exceeds $200,000. The contractor shall warrant all labor and materials for 180 days or per manufacturer's warranty, whichever is longer.
Bidders must hold active California Contractor's Licenses, provide valid D-U-N-S numbers, submit references from at least three prior clients, maintain $1,000,000 general liability and workers' compensation insurance, and pass security clearance for access to County facilities. All contractor personnel require security screening, including background checks, particularly for the Sheriff's Forensic facility. Labor and Material Payment Bonds and Faithful Performance Bonds are required. Questions are due July 13, 2026 at 2:00 PM. Bids remain valid for 120 days following closing. Award goes to the lowest responsive, responsible bidder.
