About this opportunity
Palm Beach County Board of County Commissioners issued a Request for Quotation (RFQ) on May 10, 2017, for the purchase and delivery of Uninterruptible Power Supply (UPS) units on a term contract basis. The solicitation sought quotations for eighteen total UPS units: three (3) units of 1.5 KVA rack-mountable systems and fifteen (15) units of 1.5 KVA shelf-mountable systems, intended for use with electronic fire/security alarm systems, audio systems, and radio systems in County buildings. All UPS units were required to meet specific technical specifications including 1.5 KVA rating, 120 volts AC at 60Hz input/output, seven-minute minimum backup time under full load, six-hour maximum battery recharge rate, four-millisecond maximum transfer time, self-test capability, surge/spike protection with RFI/RMI filtering, two-year minimum warranty, and POWER ON and BATTERY REPLACEMENT indicators. All equipment had to be new and of current manufacture at time of quote submission, with factory/manufacturer warranties required. Quotation responses were due by 4:00 p.m. Palm Beach County Local Time on May 17, 2017, with delivery required within fifteen (15) calendar days after receipt of a term contract delivery order, F.O.B. destination. The County would award the contract to the lowest responsive, responsible quoter on an item-by-item basis, and the successful vendor would receive a term contract for twelve (12) months with options to renew for four (4) additional twelve-month periods, contingent on mutual written agreement and appropriation of funds, with pricing firm and fixed throughout the contract period.
Palm Beach County offered several preference designations for qualified vendors. A 5% local preference was available to quoters with a permanent place of business in Palm Beach County, while a 5% Glades local preference was extended to Glades businesses, provided they were within 10% of the lowest responsive, responsible quoter. Small Business Enterprises (SBEs) certified with Palm Beach County at the time of quote submission and within 10% of the lowest bid were also eligible to receive preference consideration. Additionally, vendors could opt for drug-free workplace certification preference in cases of tied bids. All vendors were required to comply with the County's non-discrimination policy. The County reserved the right to reject quotes that would be financially disadvantageous, including those resulting in awards under $1,000 or multiple small fragments. No incumbent vendors or budget ranges were specified in the solicitation documentation.
