Evaluation will be based on seven equally weighted criteria scored on a 0-5 point scale: responsiveness to the RFP, experience on similar projects, cost, product availability and reliability, lead time and delivery performance, customer service, and references. The RFP was issued on March 20, 2026, with a question submission deadline of April 1, 2026, at 5:00 pm, a proposal submission deadline of April 27, 2026, at 3:00 pm, a tentative award date of May 18, 2026, and contract negotiations scheduled through June 30, 2026, with a Notice to Proceed issued on June 30, 2026.

No set-aside designations for disadvantaged enterprises or restrictions on organizational types responding to this solicitation are identified in the available documentation. Vendors must maintain comprehensive general liability insurance of $1,000,000 per occurrence with a $2,000,000 general aggregate, automobile liability insurance of $1,000,000 per occurrence, and statutory workers' compensation coverage, with bonding not required. Vendors must provide at least three references from current or previous customers, with South Carolina governmental entity references preferred. Pricing must be based on thirty-day payment terms and submitted on the attached Uniform Price Sheet using a "same-as-or-equal" specification format, allowing vendors to propose equivalent products from approved manufacturers or submit alternative items meeting stated requirements.
