About this opportunity
Palm Beach County Board of County Commissioners seeks proposals through a competitive Request for Proposal (RFP No. 22-003R/IM) for uniformed security guard services at judicial and general facilities throughout the county. The scope of work encompasses providing security personnel across seven judicial facilities and multiple general facilities, with guard classifications ranging from Guard I through Guard VI and Site/Field Supervisor positions. Proposers must demonstrate five years of security experience, continuous employment or management of at least 100 security guards for a minimum two-year period, three non-residential client references, prior screening services experience at a Circuit Court or governmental entity with monthly screening volumes of at least 50,000, and non-residential client contracts with combined annual value of no less than $2,000,000. The evaluation criteria include Experience/Qualifications (25%), Project Approach/Understanding (20%), Key Personnel and Operations (20%), Price Proposal (15%), Small/Minority/Women Business Enterprise participation (15%), and Business Location/Local Preference (5%). The contract period runs for two years from August 23, 2022 through August 22, 2024, with three optional one-year renewal periods exercisable at the County's sole discretion. Proposals were originally due May 12, 2022 at 4:00 p.m., but Amendment No. 1 extended the deadline to May 19, 2022 at 4:00 p.m. Key milestone dates include the Selection Committee Meeting on June 8, 2022, potential Oral Presentations on June 27, 2022, Notice of Intent to Award on July 5, 2022, and the Board of County Commissioners Award Date on September 13, 2022.
The County established a 25% Small Business Enterprise subcontracting participation goal with 20% Minority/Women Business Enterprise participation, applicable to this contract valued over $5,000,000. All personnel assigned to County facilities are subject to criminal history records checks, with certain facilities requiring fingerprint-based background checks at County expense except for PBIA facility fees borne by the contractor. The current incumbent contractor is Universal Protection Services, LP, dba Allied Universal Security Services, which has held the contract since July 12, 2017 at an annual cost of approximately $8.4 million for all locations, with current hourly rates ranging from $17.23 for unarmed Guard I positions to $22.74 for Site Supervisors at judicial locations. Prior to commencement of work, the successful proposer must furnish a Performance and Payment Bond or Letter of Credit equal to 20% of the Total Offer; no bid bond is required. The RFP excludes federally funded locations, which are subject to separate solicitation, and the County reserves the right to add or delete locations and services throughout the contract term. Proposers must submit one unbound original, nine bound copies, and one electronic PDF copy of their complete proposal.
