About this opportunity

The City of Madison is seeking a uniform rental services provider through a Request for Proposals (RFP) to serve multiple city departments. The contract will cover approximately 290 full-time and 192 part-time employees across nine departments, including Engineering, Fleet Services, Monona Terrace, Streets, Parks, Madison Metro, Parking Utility, and Water Utility. The comprehensive uniform rental services include contractor-owned garments, embroidery, patches, regularly scheduled pick-up and delivery of laundered garments, repairs, and replacement services. Proposals were due April 3, 2018, at 2:00 PM CST, with questions accepted until March 19, 2018, and answers posted on March 21, 2018. The contract term is three years, beginning July 1, 2018, with two optional one-year renewal periods subject to City review and mutual written agreement. Pricing will be quoted on a per-garment, per-change basis with weekly invoicing, and the City will pay invoices within thirty days of receipt.

The procurement includes several important compliance requirements for potential vendors. Proposers must comply with Sweatfree Procurement ordinances, which require disclosure of manufacturing facilities, wage information, and labor practices consistent with international human rights standards. Additional requirements include Living Wage compliance (minimum $13.01 per hour in 2018), affirmative action obligations for contractors with 15 or more employees doing $25,000 or more annual business with the City, and equal benefits for domestic partners. Vendors must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence. The City reserves the right to make partial awards, reject any or all proposals, and cancel the contract without penalty due to non-appropriation of funds. A compliance scoring worksheet is part of the evaluation process, with bidders required to achieve a minimum 60% compliance score in Phase 1, which involves documenting factory locations and wage information for manufacturers representing $5,000 or more of the proposed contract value.
