About this opportunity
Palm Beach County Board of County Commissioners' Procurement Department, on behalf of Palm Beach County Fire Rescue, Animal Care & Control, and Palm Tran, is requesting proposals for a comprehensive uniform program under RFP 26-054-DJ, with proposals due July 23, 2026. The RFP is divided into two lots—Lot 1 covering Fire Rescue and Animal Care & Control, and Lot 2 covering Palm Tran—allowing vendors to pursue either or both. Small Business Enterprise participation is a weighted evaluation criterion (15 points) and local-business preference (5 points) applies.
The scope requires a qualified contractor to supply professional garments, accessories, and shoes; maintain a full-time seamstress for sizing, alterations, and embroidery; establish and operate a physical uniform storefront within a 15-mile radius of the Palm Beach County Fire Rescue Administration/Training Complex at 405 Pike Road, West Palm Beach, open a minimum of five days per week from 8:30 a.m. to 5:30 p.m. with dedicated evening and weekend availability for Palm Tran employees; implement a computerized inventory management system with online ordering capabilities delivering 99.8% uptime availability; and maintain at least 30 days of on-site inventory. Delivery timeframes range from 7 to 60 days depending on item type. Palm Beach County Fire Rescue has approximately 1,900 employees with uniform allowances ranging from $100 to $1,000 annually; Animal Care & Control has approximately 30 employees without allowances; and Palm Tran has 334 bus operators, 32 full-time operation supervisors, and 6 safety and training personnel entitled to uniforms.
The contract term is 36 months commencing October 1, 2026, with two optional 12-month renewal periods at the County's discretion. Evaluation criteria include experience and qualifications (10 points), project approach and understanding (15 points), key personnel and operations (15 points), computerized inventory and online ordering system (20 points), store location (5 points), and price proposal (15 points). Lot 1 pricing is evaluated on weighted core item unit prices; Lot
2 uses fixed unit prices with percentage discounts. The Selection Committee meets July 29, 2026, with oral presentations potentially conducted August 7, 2026. All vendors and subcontractors must register in the County's Vendor Self Service system.
