About this opportunity
The Massachusetts Executive Office of Public Safety and Security, Office of Grants and Research (OGR) is issuing a Request for Response (RFR) to procure analytical consultation services for the Uniform Citation Data Analysis and Report project. The successful bidder will clean and analyze Uniform Citation data collected pursuant to the Hands Free Driving Law, producing comprehensive annual reports for calendar years 2023, 2024, and 2025 with data organized by municipality, law enforcement agency, time of stop, age, race/ethnicity, gender, traffic infraction, and search initiation. Deliverables include three in-person public hearings in various state regions to present findings and statistical interpretation methodologies, detailed city/town and agency-level reviews describing analysis methods and limitations, and support for additional research activities as directed by the Secretary. Required qualifications include Massachusetts-based status, demonstrated experience in analytical consultation services, and proven expertise in analyzing traffic stop and/or citation data for potential racial/ethnic and gender disparities using best practice methodologies. Evaluation criteria are weighted as follows: Qualifications and Experience (30 points), Proposed Work Approach and Plan (40 points), and Budget (30 points). Key dates include a Bidders' Conference on May 14, 2026 at 10:00 a.m., a written questions deadline of May 26, 2026 at 3:00 p.m., a proposal submission deadline of June 5, 2026 at 3:00 p.m., and an anticipated contract start date of July 2026, with the initial contract term running from July 1, 2026 through June 30, 2027.
The procurement is restricted to Massachusetts-based universities, nonprofit organizations, or institutions, whether private or public, and represents a single award. No incumbent vendors or current contractors are identified in the solicitation materials. Bidders must submit all quotes electronically through COMMBUYS, maintain active COMMBUYS accounts, and participate in Electronic Funds Transfer (EFT) for payments unless unduly burdensome; additionally, all bidders must comply with Prompt Payment Discount requirements and submit business reference forms demonstrating relevant experience. Budget requirements include submission of a 12-month budget for the initial project period (July 1, 2026 through June 30, 2027) and a tentative budget for a renewal year (July 1, 2027 through June 30, 2028), with consultant rates capped at $650 per eight-hour day or $81.25 per hour excluding travel and subsistence; in-state mileage reimbursement is limited to $0.70 per mile. Allowable costs encompass personnel, fringe benefits, consultant/contractor fees, local travel, equipment, supplies, and other direct support costs, while construction, office furniture, and food or beverages are unallowable. The contract is restricted to use by EOPSS-OGR only, and award disbursement is contingent upon funding availability.
