About this opportunity

The State of Maine is soliciting bids on a Master Agreement for uniform boots and sneakers for state agencies with a bid due date of August 22, 2011. The procurement covers multiple footwear categories including safety boots, work boots, casual sneakers, and athletic footwear across various sizes and styles for authorized state personnel.

The scope includes Rocky Boots in specified men's styles (#2090 and #2167), women's styles (#4090 and #4167), and sneakers in styles #5001, 911-110-01, and #2168, or approved equivalents. All products must meet detailed specifications for quality, material, and workmanship. Delivery of all sizes, including special sizes, must occur within ten working days of order receipt.

The Master Agreement runs through August 31, 2012, with a base term of one year and two optional one-year renewals. Actual contract quantities are unknown, as this is a new contract based on orders placed by state departments throughout the contract duration. Pricing must be quoted net and firm throughout the contract term, including all transportation charges prepaid by the contractor and delivered FOB destination. The State is exempt from Federal and Maine State Sales and Use Taxes.

Awards will be made to the lowest responsible bidder offering the best value, with consideration given to quality, conformity to specifications, delivery dates, and overall cost. In case of tie quotes, in-state bidders or those offering commodities produced or manufactured in Maine receive preference. All contractors must accept the State's Procurement Card with no surcharges permitted. Vendors awarded contracts for apparel, footwear, or textiles are subject to a 1% anti-sweatshop fee of the total contract amount, payable within 30 days of purchase order execution or within 30 days of each calendar quarter.

Bidders must complete and submit a State Purchasing Code of Conduct Affidavit certifying compliance with wage, labor, environmental, safety, and human-rights laws at all assembly facilities. All bids must be submitted electronically through Vendor Self Serve (VSS), with questions due at least 48 hours before the bid deadline.
