About this opportunity

The Maine Department of Corrections is requesting bids for a statewide master agreement to supply uniform boots and sneakers to correctional facilities, with bids due October 2, 2013 through the state's Vendor Self Service (VSS) electronic platform.

All products must be Rocky brand footwear — a single-source specification. The scope includes seven product lines: men's jump boots in black all-leather with side zippers (Style #2090), men's mid-cut boots in black full grain leather with front laces (Style #2167), women's jump boots in black all-leather with side zippers (Style #4090), women's mid-cut boots in black full grain leather with front laces (Style #4167), and sneakers in Styles #5001, #911-110-01, and #2168, or approved equivalents. Actual order quantities are unknown; delivery must occur within 10 working days of order receipt. The bidder is responsible for pre-shipment inspection and replacement of faulty items.

The contract period runs through October 31, 2013 with an option for two additional one-year renewals. Pricing must be net and firm for the entire contract duration with all transportation charges prepaid and delivered FOB destination. Award will be made to the lowest price bidder meeting specifications; the state reserves the right to make a single award or split awards.

All bidders must submit a notarized Code of Conduct affidavit certifying compliance with Maine's State Purchasing Code of Conduct and confirming that the vendor and suppliers at the point of assembly adhere to applicable wage, health, labor, environmental, safety, human rights, and non-discrimination laws. Questions must be posted on VSS at least 48 hours before the bid deadline. Vendors awarded contracts for apparel, footwear, or textiles must pay a 1% anti-sweatshop fee on the total contract amount within 30 days of purchase order execution or within 30 days of each calendar quarter for term contracts; failure to pay may result in contract termination or loss of future state contracts. The state requires acceptance of the Maine Procurement Card with no surcharges allowed regardless of payment method.
