About this opportunity
The Maine Department of Corrections is soliciting a master agreement for uniform boots and sneakers for statewide correctional facilities, with bids due September 10, 2012. All bidders must submit a notarized Code of Conduct affidavit certifying compliance with wage, labor, safety, environmental, and anti-discrimination laws, as well as prohibitions on forced labor, child labor, and other exploitative practices, and must disclose the complete physical location of all plants where goods are assembled. Vendors awarded contracts for apparel, footwear, or textiles are subject to a 1% anti-sweatshop fee applied to all purchases.
The scope includes Rocky Boots in specified men's and women's styles (#2090, #2167, #4090, #4167) and three sneaker styles (#5001, #911-110-01, #2168), or approved equivalents, in men's and women's sizing. No estimated contract value or total quantities are specified; this is a new master agreement with volumes determined by orders placed throughout the contract term. The contract period runs through September 30, 2013, with options for two additional one-year renewals.
Successful bidders must deliver all items within 10 working days of order receipt, with transportation charges fully prepaid and delivered FOB destination. Pricing must be net of all costs and remain firm throughout the contract duration. Delivery orders of $5,000 or less are emailed directly to the vendor; larger orders require Division of Purchases approval and are processed through AdvantageME. The State accepts the State Procurement Card as payment without surcharge.
Award will be made to the lowest-priced bidder meeting specifications or may be split based on best value, with price weighted at a minimum of 25% in evaluation. The State reserves the right to increase or decrease quantities by up to 10% at agreed-upon pricing and to terminate the contract in whole or in part. All bidders must submit samples free of charge prior to the bid opening deadline and quotations electronically through the State's Vendor Self Service platform. Questions are submitted through the VSS system and answered in writing.
