About this opportunity

The Kenton County Airport Board (KCAB) is soliciting bids for Underground Oil/Water Separator Repairs & On-Call Services at Cincinnati/Northern Kentucky International Airport (CVG) located in Hebron, Kentucky. This Invitation to Bid (ITB) seeks qualified contractors to repair eight oil/water separators currently in poor condition, provide on-call repair and maintenance services for all 20 KCAB-maintained separators ranging from 500 to 40,000 gallons in capacity, and perform cleaning services as needed. The separators include underground steel, cast-in-place concrete, and precast concrete structures. Qualified contractors must demonstrate a minimum of three years of relevant experience in underground oil/water separator, wastewater structure, or similar system inspection, repair, or rehabilitation, with documentation of at least three comparable projects, and must possess demonstrated capability in confined space entry and operations per OSHA standards, structural repair of steel and concrete systems, protective coatings application, and operation of pumping equipment. Deliverables include firm-fixed pricing for two years presented as hourly rates for inspections, repairs, and cleaning services during both normal working hours (7:00 am to 5:00 pm, Monday through Friday) and outside normal working hours, plus a percentage markup for parts and equipment supplied by the contractor. The contract term is two years with three optional one-year renewal periods, and contractors must coordinate with the Environmental Operations Department, provide a site supervisor, ensure confined space compliance, and maintain airport operations during work. Questions regarding the solicitation must be submitted by 11:59 pm on Monday, May 11, 2026, with answers posted no later than Thursday, May 14, 2026 at 11:59 pm; bids must be submitted electronically by Thursday, May 21, 2026 at 2:00 pm Eastern Time, with no bids accepted after that deadline unless extended by addendum. KCAB reserves the right to make multiple awards if beneficial and will evaluate proposals based on contractor qualifications, experience, pricing competitiveness, and compliance with all specifications.

Kentucky resident bidder preference will be applied in accordance with Kentucky law, and all bidders must comply with Title VI of the Civil Rights Act of 1964, ensuring that all organizations will be afforded full opportunity to submit bids without discrimination based on race, color, national origin, sex, creed, age, or disability. All contractors must obtain airport badges at their own expense ($44.00 per badge), with additional fees for lost or replaced badges, and must maintain comprehensive insurance coverage including commercial general liability of not less than $2,000,000 per occurrence (or $10,000,000 if performing work on aircraft ramps, taxiways, or runways), automobile liability insurance of $2,000,000 per accident, Kentucky workers' compensation insurance, and employer's liability coverage of $1,000,000 per accident, with KCAB named as an additional insured on all applicable policies. Payment will be made on a net 30-day basis using a time and materials structure with an amount not to exceed a figure to be specified by KCAB based on rates provided in the contractor's bid response, with annual price adjustments permitted commencing on the first day of each year after the initial year based on the Consumer Price Index for the Cincinnati/Northern Kentucky metropolitan area, capped at 5 percent. Based on the Rough Order of Magnitude cost estimates provided by Connico, LLC in February 2025, the estimated cost for recommended repair actions across 15 oil/water separators totals approximately $456,928, while full OWS tank replacements are estimated at approximately $2,932,738 for eight units; however, actual contract value will be determined by competitive bidding and the scope of work ultimately required. The estimate includes a 15 percent design evolution contingency, general contractor markups ranging from 6 to 10 percent, insurance at 2 percent, and payment and performance bonds at 1 percent, and assumes prevailing wage requirements and free and open competition with minimum three general contract bidders.
