About this opportunity
The Massachusetts Gaming Commission is requesting responses for research services to study underage access to sports wagering platforms, with bids due December 15, 2026 at 2:00 PM EST. Bidders certified by the Supplier Diversity Office (SDO) as Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Veteran Business Enterprises (VBE), Lesbian/Gay/Bisexual/Transgender Business Enterprises (LGBTBE), or Disability-Owned Business Enterprises (DOBE) receive award preference and are reviewed first. Small Business Purchasing Program (SBPP) participants and other SDO-certified bidders are considered only if diversity-certified bidders do not offer best value.
The Commission seeks one qualified entity to examine how youth and young adults under age 21 engage in and access sports wagering platforms, identify prevention methods, and recommend policy. The study must address seven research questions covering underage wagering patterns, access methods, use of false identity information, current best practices, emerging technology solutions, policy recommendations, and the role of social media and advertising. Deliverables include a final research report with findings and recommendations, a public presentation to the Commission, and one to two additional presentations as requested.
Every bidder must commit a minimum of 1% of contract sales to partnering with SDO-certified diverse businesses or non-profit organizations, and higher commitments earn additional evaluation points. Evaluation allocates 65% to bidder qualifications and methodology, 25% to diversity certification and the Supplier Diversity Plan, and 10% to price. Bidders must submit a Budget Spreadsheet, Business Reference Form, Prompt Payment Discount Form, Environmentally Preferable Products Form, and Supplier Diversity Plan Form electronically through COMMBUYS.
The maximum contract value is not to exceed $100,000 for the entire project. The initial term is one year, with one optional one-year renewal for a maximum total duration of two years. The estimated contract start date is February 2027.
