About this opportunity
Escambia County, West Florida Public Libraries, is issuing Invitation to Bid (ITB #PD 25-26.043) to procure unarmed security patrol services for the Pensacola Library located at 239 N Spring Street. The scope of work requires the selected vendor to supply one dedicated unarmed security officer providing patrol services from 9:30 a.m. to 7:30 p.m. Monday through Friday and 9:30 a.m. to 4:30 p.m. on Saturdays, excluding county-approved holidays, as well as conduct two mobile patrols per day Monday through Friday and four mobile patrols per day Saturday through Sunday during nighttime hours (8 p.m. to 8 a.m.) at random intervals using marked vehicles with emergency lighting. The contractor must be a Florida-licensed security contractor with a minimum of five years of documented work history and must submit lump sum pricing that encompasses all associated costs, including guard salaries, payroll taxes, uniforms, badges, equipment, and training. Required qualifications include proof of Florida business authority, workers' compensation insurance with statutory limits, general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, business auto liability with minimum limits of $1,000,000 per accident, E-Verify certification, sworn statements regarding public entity crimes and scrutinized companies compliance, conflict of interest forms, drug-free workplace certification, and references. The evaluation criteria prioritize the most responsive and responsible firm submitting the lowest responsive bid, subject to the County's sole discretion. The question submission deadline is January 28, 2026, at 10:00 a.m., with bid responses due by February 3, 2026, at 1:30 p.m., submitted electronically through the county's procurement portal. The contract will commence upon execution for an initial thirty-six-month term, with options to renew for two additional twelve-month periods, extending the maximum contract duration to sixty months total, and either party may terminate with thirty days' prior written notice.
No set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information is specified in this solicitation, allowing all qualified vendors meeting the licensing and insurance requirements to compete. No existing infrastructure, technology integration requirements, or specific award values or budget ranges are identified in the procurement documents. The contract award is contingent upon the County's best interest determination, and vendors must assume full financial responsibility for all security guard-related expenses throughout the contract term.
