About this opportunity
The California Department of Transportation (Caltrans) is issuing a Request for Quotation for Information Technology Services (RFQ-ITS) to procure instructor-led virtual training services for two specialized courses: a five-day Unified Functional Testing One (UFT One) 2024.x Essentials Course and a five-day OpenText Core Performance Engineering: Scalable Testing Fundamentals course with VuGen. The training will serve approximately seven Caltrans employees over a combined total of 90 course hours across 10 days, with all instruction delivered remotely via Microsoft Teams or Cisco Webex during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays). The contractor must provide all deliverables at no additional cost, including qualified trainers, course materials, delivery platforms, evaluation forms, and certificates of completion. Written questions regarding the solicitation must be submitted by April 3, 2026, with Caltrans responses to be posted by April 7, 2026, and sealed bids are due by April 14, 2026, at 2:00 p.m., with bid opening occurring at 2:30 p.m. the same day. The projected contract start date is June 1, 2026, with an estimated expiration date of May 31, 2027, and the possibility of a one-year contract amendment with increased funding. Award shall be made to the lowest responsible bidder meeting all specifications, and the contractor must comply with extensive security, privacy, data protection, and confidentiality requirements pursuant to the DGS PD 403-ITGP Non-Cloud Information Technology General Provisions, including encryption standards, incident reporting protocols, and restriction of Caltrans data to United States storage and access only.
This RFQ-ITS is exclusively reserved for certified Small Businesses, Micro Businesses, or Disabled Veteran Business Enterprises (DVBE) pursuant to Government Code Section 14838.5, with Caltrans required to receive at least two price quotes before making an award. No incumbent vendors or current contractors are identified in the solicitation materials. The estimated total contract value is $49,500.00, with the potential for an additional $14,200 if the contract is amended for one additional year; however, there is no guarantee of work quantity. Interested organizations must demonstrate qualifications to deliver technical training in UFT One and OpenText testing tools, possess the capability to conduct remote instruction via specified platforms, and provide comprehensive course materials and instructor resources. Contractors must also meet all security and compliance requirements set forth in the referenced IT General Provisions and be prepared to restrict all Caltrans data and system access to United States locations only.
