About this opportunity
The University of California, Los Angeles (UCLA) is issuing a Request for Qualifications (RFQ) for Non-Project Specific Structural Engineer Consultant Services, seeking up to three qualified structural engineering firms to provide comprehensive engineering support across various campus projects. The selected consultants will be responsible for conducting structural engineering assessments, concept design work, and peer reviews for renovation and new construction projects across diverse facility types including healthcare, housing, classrooms, laboratories, and dining facilities. Key qualifications include demonstrated expertise in analyzing existing structural systems, preparing concept solutions and feasibility studies, and comprehensive familiarity with the California Building Code, UC Seismic Policy, and public university higher education project environments. The RFQ packet will be available on December 19, 2024, at the UCLA Planroom website, with responses due by 10:00 a.m. on January 17, 2025. Interested firms must create a login to access the full documentation, and the selection committee will evaluate proposals based on specific selection criteria outlined in Attachment A, with the potential to create a shortlist of firms for further consideration.
The procurement appears to be open to all qualified structural engineering firms, with an emphasis on equal employment opportunity and access to contracting opportunities within legal and university policy constraints. Each candidate firm may be required to demonstrate their equal employment opportunity policy. The aggregate fees for the Professional Services Agreement (PSA) are anticipated to range from $500,000 to $1,000,000 over the four-year term, though the university does not guarantee the full expenditure of these funds. The contract will involve negotiated fees under UCLA policy for specific assignments authorized by UCLA Capital Programs, with the understanding that this selection may not cover all structural engineering assignments and that separate selections might occur for large or specialized projects. Firms will be selected based on their demonstrated capabilities, with the potential for multiple firms to be awarded contracts to provide non-project-specific structural engineering services.

ADVERTISEMENT FOR STRUCTURAL ENGINEER CONSULTANT SERVICES The University of California, Los Angeles, requests a written response to this Request for Qualifications (RFQ) to select consultant(s) to provide Structural Engineering (SE) services for various non-specific UCLA projects. Project scopes may range from SE assessments to concept design work and peer reviews for projects in full design. The tasks would be executed as necessary over the term of the agreement, which may be up to four years. The selected consultant(s) will demonstrate a proven ability to analyze existing structural systems and prepare concept SE solutions and SE feasibility studies for renovation and new construction work. The consultant should be able to work flexibly with varying levels of information and scope definition. Familiarity with the California Building Code (CBC), UC Seismic Policy, and the full range of project types undertaken by UCLA, including new construction, renovations, healthcare, housing, classrooms, laboratories, dining facilities, and other project types is required, and previous experience in public university higher education settings is preferred. The scope of services will vary according to the specific requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization. Aggregate fees are anticipated to range from $500,000 to $1,000,000 over the PSA term. However, the selection of any consultant for this project does not guarantee that fees of that value will be expended. The University may select up to three Structural Engineering firms to consult for non-project-specific assignments with the University. Each Structural Engineering consultant selected will perform work under a Professional Services Agreement (PSA) negotiated with the University, with authorizations for specific assignments from UCLA Capital Programs. The scope of services may vary according to the detailed requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization. This selection may not cover services for all structural engineering assignments performed by the University. There may be separate selections for large projects through project-specific advertisements and selection processes. There may also be instances of small projects that other firms will perform if they require special knowledge, skills, equipment, or availability of personnel. The complete RFQ packet will be available at http://www.uclaUCLA Planroom.com on Thursday, December 19, 2024. Responses to the RFQ are due by or before 10:00 a.m. on Friday, January 17, 2025. To download the packet, you must create a login and password. Registration instructions are available at https://www.uclaplanroom.com/help/account.register. Once in the UCLA Planroom, click the RFQ tab and search for the project to download. The selection committee will base their review of the Structural Engineer submitted proposals and selection on the identified Selection Criteria (Attachment A), determining a shortlist of firms; further steps in the selection process will be at the selection committee's discretion. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
