About this opportunity
The University of California, Los Angeles (UCLA) is seeking qualified accessibility consultants to provide comprehensive accessibility inspection, review, and technical guidance services for various non-project-specific initiatives. This Request for Qualifications (RFQ) aims to select up to three accessibility consulting firms capable of performing diverse tasks including field investigations, architectural drawing reviews, project assessments, and technical guidance across multiple project types such as new construction, renovations, healthcare facilities, housing, classrooms, and laboratories. Qualified consultants must demonstrate expertise in California Building Code (Title 24, Parts 2 and 10), Americans with Disabilities Act (ADA) Standards, and federal ADA Accessibility Guidelines. The RFQ requires consultants to have prior experience in public university higher education settings, with the ability to work flexibly across varying project scopes and information levels. Key dates include an advertisement period from January 17 to February 7, 2025, with questions accepted from January 17 to January 28, 2025, and final submissions due by 10:00 a.m. on February 7, 2025. Consultants must download the complete RFQ packet from the UCLA Planroom website, which requires creating a login and password.
The procurement opportunity does not explicitly specify set-aside designations for disadvantaged enterprises, though the RFQ notes that efforts will be made to ensure equal access to contracts within legal and university policy limits. Each candidate firm may be required to demonstrate an equal employment opportunity policy. The professional services agreement (PSA) will have a potential term of up to four years, with aggregate fees ranging from $500,000 to $1,000,000 over the contract period, though UCLA does not guarantee the full expenditure of these funds. Specific assignment fees will be negotiated under UCLA policy at the time of each task authorization. The selection process will be conducted by a committee using predetermined selection criteria outlined in Attachment A of the RFQ, with the potential for multiple firms to be selected. The university reserves the right to use alternative firms for specialized projects requiring unique knowledge, skills, equipment, or personnel availability, and this selection may not cover all accessibility consulting services for UCLA.

ADVERTISEMENT FOR ACCESSIBILITY CONSULTANT SERVICES The University of California, Los Angeles, requests a written response to this Request for Qualifications (RFQ) to select consultant(s) to provide accessibility inspection services, project reviews, and technical guidance services for various non-specific UCLA projects. Tasks will be assigned as necessary over the term of the agreement, which may be up to four years. Project scopes may range from assessments to concept design work, reviews for projects in full design, and on-site inspection services for constructed projects. The selected consultant will work under a Professional Services Agreement (PSA) with the University, with authorizations for specific accessibility assignments from projects managed by UCLA Capital Programs. The tasks would be executed as necessary over the term of the agreement, which may be up to four years. The scope of services will vary according to the specific requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization. Aggregate fees will range from $500,000 to $1,000,000 over the PSA term. However, the selection of consultant(s) for this project does not guarantee that fees of that value will be expended. The selected consultant will demonstrate a proven ability to analyze existing and new strategies for renovation and construction work. The consultant should have the ability to work flexibly with varying levels of information and scope definition as well as familiarity with the applicable provisions of Title 24 of the California Code of Regulations ("C.C.R.¿) Parts 2 and 10 California Building Code (CBC), and the Americans with Disabilities Act (ADA) Standards, and the federal ADA Accessibility Guidelines. The University may select up to three Accessibility firms to consult for non-project-specific assignments with the University. Each Accessibility consultant selected will perform work under a Professional Services Agreement (PSA) negotiated with the University, with authorizations for specific assignments from UCLA Capital Programs. The scope of services may vary according to the particular requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization. This selection may not cover services for all accessibility consulting services performed by the University. There may be separate selections for large projects through project-specific advertisements and selection processes. There may also be instances of small projects that other firms will perform if they require special knowledge, skills, equipment, or availability of personnel. The complete RFQ packet will be available at http://www.uclaUCLA Planroom.com on Friday, January 17, 2025. Responses to the RFQ are due by or before 10:00 a.m. on Friday, February 7, 2025. The selection committee will base their review of the Accessibility submitted proposals and selection on the identified Selection Criteria (Attachment A), determining a shortlist of firms; further steps in the selection process will be at the selection committee's discretion. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy.
