About this opportunity

The Texas Department of Transportation Aviation Division is requesting qualifications for professional services to prepare an Airport Layout Plan for Liberty Municipal Airport on behalf of the City of Liberty, with responses due November 12, 2026 at 2:00 PM Central Standard Time. The DBE goal is zero percent.

The scope requires development of a comprehensive Airport Layout Plan with narrative documentation aligned with FAA Master Plan Standard Operating Procedures versions 2.0, 3.0, and 8.0. Deliverables include kick-off and strategic planning, airport role and planning standards assessment, facility and land use alternatives evaluation, capital improvement planning, and height/hazard zone documentation. Respondents must provide project timeline in weeks (excluding review periods but accounting for revision cycles) and submit qualification statements limited to nine single-sided pages including firm information, project team composition with time commitments, project understanding, technical approach, and up to ten relevant general aviation airport planning projects completed within the last ten years with contact information and schedule comparisons.

A mandatory written certification must confirm that the responding company and its holding companies or subsidiaries are not listed under Section 889 of the 2019 National Defense Authorization Act, Section 1260H of the 2021 National Defense Authorization Act, or controlled by entities on the U.S. Department of Commerce's foreign adversaries list.

Evaluation criteria are equally weighted at 25 points each: capability and professional qualifications of key personnel; recent general aviation airport planning experience within the last ten years; ability to meet schedules and reputation for quality performance; and proposed technical approach and schedule. The selection committee composed of local government representatives reserves the right to conduct interviews with top-rated firms before final selection. Responses must be submitted through the TxDOT Aviation eGrants system. The TxDOT Project Manager is Catriona Gomes and the contract specialist is Debra Woodruff.
