About this opportunity

Texas Department of Transportation Aviation Division is requesting qualifications for professional services to prepare an Airport Layout Plan and conduct an 18B Obstruction Survey for the City of Hearne, with qualifications due October 21, 2026 at 2:00 p.m. Central Standard Time.

The scope encompasses an Airport Layout Plan with Narrative, an 18B Obstruction Survey consistent with FAA Master Plan Advisory Circular guidelines, and multiple planning phases including airport role and planning standards, facility and land use alternatives evaluation, development plans, capital improvement programs, and height/hazard zone updates. Submissions must include a Qualifications Statement limited to nine single-sided 8.5×11-inch pages covering firm information, project team composition with time commitments, relevant project experience from the last ten years with contact references, and a proposed project schedule indicating the number of weeks required for completion.

All respondents must provide written certification on the first page confirming that the company, its holding companies, or subsidiaries are not listed under Section 889 of the 2019 National Defense Authorization Act, Section 1260H of the 2021 National Defense Authorization Act, or owned or controlled by foreign adversaries as defined by the U.S. Department of Commerce. The DBE goal is set at 0 percent.

Evaluation criteria are each weighted at 25 points: capability and professional qualifications of key personnel; recent experience within the last ten years developing comparable airport plans; ability to meet schedules and deadlines with a reputation for competent and timely work; and proposed technical approach and realistic schedule. Final selection will be made by a committee composed of local government representatives, followed by fee negotiations with the top-rated firm. Responses must be submitted through the TxDOT Aviation eGrants system. The TxDOT Project Manager is Catriona Gomes.
