About this opportunity
The Texas Department of Transportation Aviation Division is requesting qualifications for professional services to prepare an Airport Layout Plan and related planning documentation for the City of Commerce, with responses due November 10, 2026 at 2:00 p.m. Central Standard Time through the TxDOT Aviation eGrants system.
The scope encompasses multiple planning phases: establishing goals and strategic plans with market analysis; updating aviation demand forecasts and determining critical design aircraft; evaluating facility and land use alternatives with runway safety area assessments; and developing a comprehensive development plan with capital improvement program and final Airport Layout Plan documentation. The ALP must include an 18B Obstruction Survey consistent with the latest FAA Master Plan Advisory Circular and Standard Operating Procedures 2.0, 3.0, and 8.0. Submissions must not exceed nine single-sided 8.5-by-11-inch pages and must include firm contact information, project team composition with time commitments, project understanding and technical approach, up to ten relevant projects completed within the last ten years with airport references, and a proposed project schedule indicating weeks required for completion.
Evaluation is scored on four equally weighted criteria at 25 points each: capability and professional qualifications of key personnel; recent experience within the last ten years developing comparable general aviation airport plans; ability to meet schedules and reputation for competence and timeliness; and proposed technical approach and schedule. The DBE goal is 0%. Responding firms must certify on the first page that they are not listed under Section 889 of the 2019 National Defense Authorization Act, Section 1260H of the 2021 National Defense Authorization Act, or owned or controlled by entities on the U.S. Department of Commerce's foreign adversaries list. The consultant selection committee, composed of local government representatives, will rank all submissions, and the top-rated firm will be contacted to begin fee negotiations. Firms must register as eGrants users no later than one business day before the submission deadline.
