About this opportunity
TxDOT Aviation Division is requesting qualifications from consultants to prepare an Airport Layout Plan and 18B Obstruction Survey for the City of Clifton under RFQ 26ALCLFTN00011, with responses due August 6, 2026 at 2:00 p.m. CST. The DBE participation goal is 0 percent.
The scope includes comprehensive airport planning services: aviation demand forecasts, critical design aircraft determination, airfield design assessment, facility and land use alternatives evaluation, and a Capital Improvement Plan with height and hazard zone mapping. Deliverables must align with FAA Master Plan Advisory Circular standards. Respondents must certify that the firm is not listed under Section 889 of the 2019 National Defense Authorization Act, Section 1260H of the 2021 National Defense Authorization Act, or owned or controlled by entities on the U.S. Department of Commerce's foreign adversaries list.
Evaluation will be scored equally across four criteria at 25 points each: professional qualifications and capability of key personnel; recent airport planning experience within the past ten years; ability to meet schedules and reputation for quality performance; and proposed technical approach and schedule. The selected firm will be contacted for fee negotiations; no specific contract value or term is stated.
Qualifications statements are limited to nine pages single-sided and must document firm understanding, technical approach, project manager and task leader experience, up to ten relevant projects completed in the last decade with contact information, and a proposed project schedule in weeks. Responses must be submitted through the TxDOT Aviation eGrants system. Sean Newton is the TxDOT Project Manager; Debra Woodruff, Contract Specialist, handles procedural questions. No formal bidder's conference, site visit requirement, or award date is specified.
