About this opportunity
TxDOT Aviation Division is requesting qualifications for professional services to develop an Airport Layout Plan and Standard Operating Procedures for McGregor Executive Airport on behalf of the City of McGregor, with responses due September 15, 2026 at 2:00 PM Central Time via the TxDOT Aviation eGrants system. This is a qualifications-based selection; no pricing information is solicited at this stage.
The scope requires preparation of planning documents aligned with the FAA Master Plan Advisory Circular, including updates to aviation demand forecasts, critical design aircraft determination, airfield and landside facility assessments, height and hazard zone evaluations, and a comprehensive development plan with capital improvement plan recommendations and narrative documentation.
Qualification statements are limited to nine single-sided 8.5×11-inch pages and must include firm contact information, proposed project team member details with time commitments, project understanding and technical approach, relevant airport planning project experience from the last ten years with specific client references, and a proposed project schedule measured in weeks. A certification statement confirming the firm is not listed under Section 889 of the 2019 National Defense Authorization Act, Section 1260H of the 2021 National Defense Authorization Act, or owned or controlled by foreign adversaries must appear on the first page of the response.
Evaluation uses four criteria of equal weight (25 points each): capability and professional qualifications of key personnel; recent comparable airport planning experience within the last ten years; ability to meet schedules and reputation for quality performance; and proposed technical approach and schedule. The DBE goal is set at 0%. TxDOT Project Manager Sean Newton oversees the engagement. No site visits, bidder conferences, or award date are specified.
