About this opportunity
The Gettysburg Municipal Authority is procuring general construction and electrical construction services for the Twin Oaks Pump Station Replacement project located in Adams County, Pennsylvania. This public works project involves the complete replacement of an existing pump station with new infrastructure, including a 10'x10' precast concrete wet well, 10'x8' precast concrete valve vault, 6'x6' precast concrete meter vault with bypass piping, a 10'x10' control building, generator, and associated sanitary sewer connections. The scope encompasses demolition of the existing pump station, installation of 18-inch diameter gravity sewer and 12-inch diameter force main piping, three submersible pumps, an in-channel grinder unit weighing approximately 2,300 pounds, and a davit crane system for equipment maintenance across approximately 0.4 acres of disturbed area. Bidders must submit sealed bids via the PennBid Program (pennbid.bonfirehub.com) by Thursday, April 16, 2026, at 3:00 p.m. local prevailing time, with a mandatory prebid conference scheduled for Wednesday, April 1, 2026, at 10:00 a.m. at the Gettysburg Municipal Authority Office (424 East Middle Street, Gettysburg, PA 17325). Contract documents are available at no cost through PennBid, and all technical questions must be submitted through PennBid's Public Q&A section only. Bidders must submit security equal to 10 percent of their bid amount, with bids remaining irrevocable for 60 days after opening (or 120 days if award is delayed by government agency approval, bond sales, or grant awards). The project is subject to Pennsylvania Prevailing Wage Act requirements, and contractors must demonstrate relevant experience, provide background information on company structure, disclose applicable licenses and registrations, list pending claims or litigation, furnish references, and identify their bonding company with surety firms appearing on the U.S. Department of the Treasury's current Bond List.
This procurement does not indicate any specific set-aside designations for disadvantaged enterprises or restrictions on respondent type eligibility. Performance and Payment Bonds equal to 100 percent of the contract bid price and comprehensive insurance coverage are required before contract execution. The project schedule mandates substantial completion within 270 days with liquidated damages of $1,500 per calendar day for delays, and a one-year warranty period (two years for work affecting street, road, and highway facilities) is required. Contractors must comply with multiple Pennsylvania statutory requirements including the Steel Products Procurement Act, Underground Utility Line Protection Act, Public Works Employment Verification Act, and applicable environmental regulations. No incumbent vendors or existing contractors are identified in the procurement documents. The contract documents do not specify a total award value or budget range for this project; however, the procurement is structured as separate lump-sum contracts for General Construction and Electrical Construction divisions, with final award amounts determined through the sealed bid process.
