About this opportunity
Twin County Joint Municipal Authority (TCJMA) is requesting sealed bids for a wastewater treatment plant programmable logic controller (PLC) and human-machine interface (HMI) upgrade project at the Nuremberg WWTP, with bids due September 2, 2026, at 2:00 p.m. via the PennBid Program. The project is financed in part by a Commonwealth of Pennsylvania grant through the Commonwealth Financing Authority.
The scope involves migrating legacy SLC PLC and PanelView HMI systems to modern hardware and software platforms—specifically replacing the existing SLC PLC with a programmable automation controller and recreating the PanelView HMI application. The entire project will be awarded to one contractor. Substantial completion is required within 180 days of contract commencement, with final completion within 210 days.
Bidders must submit a certified check, bank draft, or satisfactory bid bond in the amount of 10% of the total bid with their proposal. The successful bidder must furnish Performance and Payment Bonds, each in the amount of 100% of the contract price with an approved corporate surety. Progress payments will be made at 95% of work completed with 5% retainage until 50% completion is achieved and satisfactory progress is demonstrated, after which no additional retainage applies. Liquidated damages are assessed at $500 per day for delays beyond the 180-day substantial completion deadline and $250 per day for delays beyond the 210-day final completion deadline.
The WWTP is located at 309 Mahanoy Street, Nuremberg, PA 18241 (Schuylkill County). A site visit opportunity is scheduled for August 12, 2026, at 2:00 p.m., with a plant operator and Benesch representative present; site visits are strongly suggested but not mandatory. All bidding documents are available at no cost via the PennBid portal. The Owner may award the contract within 60 days of bid opening, or within 120 days if delayed by required government agency approvals, bond sales, or grant closings. Contractors must comply with Pennsylvania prevailing wage requirements and the Pennsylvania Human Relations Act.
