About this opportunity

Tualatin Valley Water District (TVWD), serving as the Managing Agency for the Willamette Water Supply System (WWSS), is issuing an Invitation to Bid (ITB) for the supply and delivery of bulk carbon dioxide (CO2) to its Water Treatment Plant in Sherwood, Oregon. The procurement seeks approximately 400 tons of CO2 annually, with estimated usage ranging from 2,600 lbs/day during peak summer months to 1,300 lbs/day during fall and winter months. CO2 must be delivered via cryogenic transport trailers to the WTP facility with deliveries accepted seven days per week between 6:00 a.m. and 5:00 p.m. Pacific time. All CO2 supplied must meet NSF/ANSI Standard 60 certification for drinking water treatment chemicals, with purity greater than 99.5% carbon dioxide by weight and water vapor content not exceeding 200 parts per million. Bidders must submit electronic bids through Bid Locker by Thursday, September 4, 2025, at 5:00 p.m. local time, with bids publicly opened immediately thereafter. Required submittal documentation includes Safety Data Sheets, NSF/ANSI Standard 60 compliance documentation, transportation plans, technical data sheets, sample bills of lading, sample invoices, and sample certificates of analysis. The contract will be awarded to the lowest responsible bidder who substantially complies with all bidding procedures and requirements, with firm pricing required for a minimum of 90 days.

The contract will have an initial term of one year with three automatic one-year renewals unless either party provides written notice of non-renewal by July 1 in advance of the October 1 anniversary date. Payment terms are net 30 days, with invoices submitted in PDF format to the District's accounts payable department. Prices are firm for the first contract year, with price escalations permitted only after 12 months with written notice provided at least 45 days in advance and supporting documentation of cost increases. The supplier is responsible for all delivery costs, offloading of cryogenic gases, equipment maintenance, training, and spill cleanup. The District reserves the right to use other suppliers if delivery delays exceed five business days from order placement or if chemical storage volumes reach unacceptable levels. No set-aside designations or restrictions on organization types have been specified in the procurement documents, and no incumbent vendor information or budget range has been disclosed.
