About this opportunity

The City of Philadelphia is soliciting electronic quotes through PHLContracts for televisions, displays, and gaming consoles under a micro purchase, with quotes due November 10, 2026. Vendors must execute a Consent and Authorization Agreement before bid closing, either by attaching a scan to their PHLContracts vendor profile at registration or by including it with their first submitted quote. The City strongly encourages profile attachment to avoid quote-by-quote submission. The agreement must be signed according to entity type, and vendors must designate a Seller Administrator and restrict account access to individuals authorized to bind the company.

The City will award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible. The bid results from a Requirements contract, and sellers may not deliver products or provide services until the department notifies them. Products are delivered FOB Destination Point. The contract term does not exceed 365 days from the effective date, which begins upon City approval and issuance of a Purchase Order. The total contract value does not exceed $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020, and rounded to the nearest $1,000. Prices must be quoted net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Quotes remain valid for 60 days from submission, and no modifications are permitted after the bid opening date in PHLContracts. The City may reject any and all quotes, accept quotes from multiple sellers, and award individual line items.

Sellers must carry statutory-limit Workers' Compensation insurance, General Liability insurance of $500,000 per occurrence, and Automobile Liability insurance of $300,000 per occurrence, naming the City as an additional insured. Sellers must certify they are not indebted to the City for delinquent taxes or other obligations, and they face possible termination for default and excess cost liability for unmet performance obligations. Payment is made by electronic deposit after delivery and City approval. The contract is governed by Pennsylvania law and Philadelphia County courts. Procurement Customer Service may be reached at PHLContracts@phila.gov or at 215-686-4755, 215-686-4720, or 215-686-4721.
