About this opportunity

The Oregon Department of Corrections Purchasing/Contracts Division is requesting bids on 80,000 pounds of cooked whole turkey multi-muscle products under ITB S-29100-00017165, with bids due June 22, 2026 at 9:00 a.m. PST and a clarification deadline of June 15, 2026 at 9:00 a.m. PST. The procurement carries a combined 10% preference—5% for Oregon-fabricated or processed goods and 5% for resident bidders headquartered in Oregon.

The product must be processed from whole turkey muscle, fully cooked, boneless, skinless, unbreaded, and unflavored, meeting USDA Procurement Grade B or better. Bidders may submit for 50 to 100 percent of the requested quantity in two full truckloads of approximately 40,000 pounds each, with the first delivery required 45 days after purchase order issuance and the second 45 days thereafter. Products must maintain a minimum six-month shelf life at delivery and comply with FDA, USDA, and HACCP requirements. All goods must be delivered in non-breakable, commercial-grade packaging on standard four-way wood pallets not exceeding 2,500 pounds per pallet, with proper code dating and labeling.

Pricing is submitted as cost per pound, fully prepaid FOB destination to ODOC's Central Distribution Center in Salem, Oregon, including all transportation, fuel surcharge, and delivery charges. No additional packing or packaging fees are permitted. Historical pricing from May 2026 was $1.366 per pound. Bids must remain firm for a minimum of 30 calendar days from closing. The last vendor was Good Source Solutions. Submission is through the OregonBuys system only. No protests are permitted under ORS 421.438(2). ODOC reserves the right to award to one or more contractors, cancel the solicitation, or award for lesser quantities than requested, and the contract is contingent upon receipt of sufficient appropriations.
