About this opportunity
The Oregon Department of Corrections (ODOC) Purchasing/Contracts Division is issuing an Invitation to Bid (ITB) for the procurement of cooked turkey ends and pieces to be delivered to ODOC's Central Distribution Center in Salem, Oregon. The solicitation seeks an estimated 80,000 pounds of turkey breast in the form of cooked, boneless, skinless, unbreaded, and unflavored ends and pieces, with deliveries expected in two full truckloads of 40,000 pounds each. The turkey must meet Grade B or better standards, comply with all FDA/USDA regulations, contain no more than 240 mg of sodium per ounce, and maintain a minimum shelf life of six months from the delivery date. All pricing must be submitted on a per-unit basis with no more than four digits past the decimal point and must include transportation, fuel surcharges, delivery charges, packing, and packaging costs. The ITB was posted on January 26, 2026, with a deadline for submitting clarification requests by February 2, 2026, at 9:00 AM PST, and a bid closing date of February 9, 2026, at 9:00 AM PST. Bids must be submitted through the OregonBuys portal, as email submissions are no longer accepted. All deliveries must be FOB Destination with prepaid transportation and handling charges unless the contractor offers a Will Call option. Award will be made to the lowest responsive, responsible bidder, and ODOC reserves the right to award one or more contracts or purchase less than the total estimated quantity.
Oregon-based vendors may qualify for preferential consideration under the procurement criteria. Bidders whose goods are fabricated or processed entirely in Oregon are eligible for a five percent preference, and an additional five percent preference is available for resident bidders headquartered in Oregon. The incumbent vendor for this product was National Food Group, which supplied the turkey at $1.01 per pound for 12-pound cases in December 2024, providing a reference point for historical pricing. Contractors awarded the contract must maintain general commercial liability insurance of at least $1,000,000 per occurrence and provide certificates of insurance within seven calendar days of award notification. The contract start date is to be determined, and no bidders' conference or site visit is scheduled for this procurement. The estimated budget, based on historical pricing data and the 80,000-pound requirement, would approximate $80,800, though final award amounts will depend on competitive bids received and the actual quantities ordered by ODOC.
