About this opportunity
The Commonwealth of Virginia, through the Virginia Distribution Center (VDC) in Sandston, is soliciting bids for a one-time shipment of raw boneless turkey breast, with bids due November 9, 2026. Awards follow a tiered DSBSD-certified preference: the lowest responsive and responsible DSBSD-certified micro business wins if its bid does not exceed $10,000 and the agency finds the price fair and reasonable. Otherwise, the lowest responsive and responsible DSBSD-certified small business wins if its bid does not exceed $100,000. If neither applies, the lowest responsive and responsible bidder of any size wins. The general terms state that no set-asides are explicitly designated.
Product must arrive completely frozen at no more than 0 degrees Fahrenheit, plus or minus 5 degrees, on pallets no taller than 64 inches. It must meet USDA Grade Standards and Federal Food, Drug and Cosmetic Act requirements, along with specified shelf-life requirements. Defective product is replaced at no cost to the Commonwealth. Bidders submit firm unit prices, and "All or None" bids are permissible for all items or groups of items. Delivery is F.O.B. to VDC by appointment only, Monday through Friday, 7:15 a.m. to 3:00 p.m., excluding Commonwealth holidays and scheduled inventory closings. Bidders must state the calendar days required for delivery after order receipt. Contractors must retain books and records for five years after final payment.
Vendors must register in eVA and submit bids electronically through eVA before the closing date. Contracts over $10,000 carry anti-discrimination, drug-free workplace, immigration reform, and workers' compensation requirements. Transaction fees are 1 percent, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses. Payment is due 30 days after invoice or delivery, whichever occurs last. Virginia law and the Virginia Vendors Manual govern the solicitation. The source does not state an estimated value or evaluation criteria beyond the lowest-bid award structure.
